Question is as Follows:
Military intervention, humanitarian aid, and the ICC all claim to help the victims of conflict, but critics argue that all can be politically manipulated and have negative consequences. Can these three types of international intervention be reformed so as to guarantee that they will not have negative consequences? If so how? If not, what should the relation of the west be to conflict in Africa?
